This is an excellent point. I think the above implementation could accommodate this as well simply by having e.g. another commitment threshold level for urgencies (CLU). If that level were reached, the proposal could be put up to a vote right away. But in this case, I think the CLU should be about 10x larger than normal CL not to end up being overused.
