The “Building NFTs on Algorand” article states that for every token opted into the minimum account balance is raised by 0.1 Algos. How can this be sustainable if the Algo price (hypothetically) increases to, say, $10,000.00? Is this a temporary rule that can change when needed?

As for any parameter, this can be changed by consensus upgrade if 90% of the online stake agree on it.
