Is it possible that we can modify ASA asset configuration by stateless smart contract?

Yes, once you assign the Asset Manager address to a Stateless ASC1 then this Contract Account would be able to approve or reject Asset Config transactions according to its TEAL logic, acting as ASA configurator.
