Yes, TestNet has stalled. We’ve identified the issue and are working on a fix - no ETA at this time. We do not expect this issue to affect MainNet. Thank you for checking in - no, the disk isn’t full again

Testnet is no longer stalled.
You will need to update your node to get it running past round 1499994.
Currently, Testnet is on round 1529805 and keep going : https://testnet.algoexplorer.io
