The network has been stalled since ~3am EST. A simple hardware issue. Please bear with us as we move to make TestNet more reliable; addressing this single point of failure hasn’t been a priority. It will be dealt with today, so this failure mode should be eliminated.
The network is currently recovering and should be back online in at most a few hours.

Remember, there are always private networks if you want to isolate your testing from any hiccups we might encounter along the way.
